All applications can be submitted to Melrose Police electronically via the Mass.gov Firearms website or via a standard paper filed application. The Mass.gov website has all information needed to send in your application as well as information regarding the licensing process and other forms if applicable. Cost

Application processing fees are non-refundable. All checks payable to “CITY OF MELROSE”. Only checks or money orders accepted. NO CASH OR CREDIT CARDS.

  • All License to Carry and non-restrictive FID cards require a $100.00 application fee.
  • FID applicants under the age of 18: $25.00
  • Retired Law Enforcement Officers: $25.00
  • Restricted FID card for Mace/Pepper Spray only needed if 15–17 years old: $25.00
  • Over 18 years old: No license needed for pepper spray.
  • Applicants age 70 or over: No fee required

Firearms Safety training Certificates

ALL NEW APPLICANTS: License to Carry applicants must complete a Massachusetts State-approved Firearms Safety training course and provide a course certification (photocopy).

Active members of the U.S. Military and National Guard do not need a safety course but must provide proof of military/National Guard service.

FID Cards (non-restrictive) also require either:

  • A Massachusetts Firearms Safety Course, or
  • A Massachusetts Hunter Safety Course

Naturalized Citizens

Naturalized citizens must provide documentation of citizenship for a new or renewal license.

If you are not a citizen, you must provide a permanent resident card with number and date showing residency.

Submission

Please submit the entire completed application form with:

  • Appropriate fee (check or money order only)
  • Copy of Firearms Safety Training Certification
  • Proof of Melrose residency (copy of utility/tax bill or Massachusetts driver’s license with Melrose address)

If not submitted electronically, drop off the application at the police station lobby or mail it in.

If the application is submitted electronically through the state firearms website, please drop off the fee at the police station front lobby or mail in the appropriate fee via check or money order.

Application Processing

Applicants will be called within a few weeks to schedule:

  • A photograph (if needed)
  • Fingerprinting

Only applicants who have been called will be processed.

No walk-ins. Scheduled appointments only.
